This site provides information on the Evaluation Study of the Port Authority of New York and New Jersey (PANYNJ)’s time of day pricing initiative. In March of 2001, the PANYNJ introduced the value pricing program on the following bridges and tunnels to reduce traffic congestion: the George Washington Bridge, Lincoln Tunnel, Holland Tunnel, Goethals Bridge, Outerbridge Crossing, and Bayonne Bridge. As part of this initiative, a new toll schedule intended to foster a shift toward off-peak hours and to increase usage of electronic toll collection (EZ-Pass) was implemented

The Federal Highway Administration's Value Pricing Pilot Program funded this research project with the Rensselaer Polytechnic Institute (RPI) is the lead institution. The main objective of the project was to conduct a comprehensive evaluation of the impacts produced by the PANYNJ’s value pricing initiative on both passenger travel and the commercial sector. Among other aspects, the project conducts research on behavioral, traffic and financial impacts, as well as an analysis of the media and institutional reactions to the value pricing implemented by the PANYNJ.

This project was a multi-year joint collaboration between the Rensselaer Polytechnic Institute (RPI), Rutgers University, the Alan M. Voorhees Transportation Center at Rutgers University , and the New York University’s Rudin Center for Transportation Policy and Management.
