In a third prologue, detective Harry Christmas has been writing an expose of the shadow government which runs under the obvious one, but it's gibberish. He is abducted by some mysterious Men in Green, who tell him he's lucky that they're not the Men in Mauve.

The Insect Mesh is preparing for battle. A legion of warriors, mental projections from the citizenry, assembles. Cliff and Jane are doused with scent, to confuse the blind Smoke Dogs. They descend into the no-man's land between the two powers, and begin fighting their way toward the center and the Judge Rock. On the other side, Huss sends Rhea toward the Rock. He explains to Rebis that his ultimate goal in this endeavor is to end the war forever. He also explains that the Judge Rock is thought to be an angel from Earth, and that Rhea was about to permanently bond with the Earth's magnetic field, becoming an avatar of the planet, before his agents stopped her.

Rhea obtains the flower, while Cliff and Jane battle various monsters. Instead of waiting for Huss' signal, Rhea brings down the Judge Rock with her powers.
